This fifth panel in the series focuses on SMART Buildings – exploring how to increase the intelligence of your agency’s buildings, workplaces and workspaces. SMART of intelligent buildings can enable new workforce models that leverage cloud services when delivering an agency’s task or mission. Rapid, anywhere, any-when access to people and information is increasingly more critical and affects the speed and quality of decision making. Gerald T. Charles, Jr.

Gerald T. Charles, Jr. is a director in the Cisco Internet Business Solutions Group (IBSG). He brings more than 25 years of executive management, comprehensive technology, and strategic thinking expertise to roles of Executive Advisor, Chief Technology Officer (CTO), and VP/General Manager.
As a thought leader in management and technology strategy, governance, and business models, workforce and workspace sustainability, security, IT-based solutions, and innovation, he is helping transform service delivery and economic value in the public sector. He has served various senior executives and officials in civilian, defense, and commercial organizations. Charles has developed and implemented companies’ mergers and acquisitions as well as strategic, operational, and financial goals.
Prior to Cisco, Charles was a vice president for TRW and BDM. He brought in multimillion-dollar contracts, turned closed subsidiaries into profit centers, and was a key technical and program architect for implementation of the U.S. Securities and Exchange Commission’s EDGAR system. After TRW, Charles was vice president for OAO Technology Solutions (OAOT), a commercial outsourcer and managed services provider, where he eliminated major losses in ebusiness divisions and corporate acquisitions, implemented an IT solution provider practice, and started the company’s public sector division.
Charles is a published author and wrote The LAN Blueprint: Engineering It Right (McGraw-Hill) as well as various Cisco global industry points of view, including the 21st century workforce and workspace, innovation in the Public Sector, transportation, and security. Charles also earned a congressional medal for outstanding service and achievement.
Charles holds an master’s degree in electrical engineering from the University of Maryland, and a bachelor’s degree in electrical engineering from the Illinois Institute of Technology.
Larry Melton

Lawrence Melton is the PBS Assistant Commissioner for Facilities Management and Services Program where his is responsible for the oversight of energy, environment, health and safety, building operations, security, lease administration, child care, renovation projects and reimbursable services. Among his current priorities are the implementation of a Smart Buildings Initiative to improve performance across GSA’s portfolio and a wellness strategy responding to the needs of our more than 1 million tenants. During 18 years with GSA, Larry has held a number of leadership roles. He managed GSA’s transactional business worth $2.5 billion as Director of Reimbursable Services, served as the national spokesperson for customer service, directed strategic planning of the agency’s $350 million minor construction and alterations program, and served as Senior Advisor to the Assistant Commissioner. Prior to his arrival in Central Office, Larry was the Director for the White House complex, providing facilities, realty, and project management services to the Executive Office of the President. In this role he managed a professional and trade workforce of nearly 300 and maintained nearly 2.1 million square feet of the most prestigious grounds in Washington, DC, including the East and West Wings and the Eisenhower Executive Office Building. Larry and his wife of 13 years have two boys, ages 8 and 7, whom are avid Hockey players.
Phil Klokis
Chief Information Officer (CIO)
Public Buildings Service (PBS)
Phil Klokis currently serves as the Chief Information Officer (CIO), for the Public Buildings Service (PBS). He is responsible for over 50 national applications as well as the day to day IT operations enabling PBS to carry out its real estate functions for the federal government.
Prior to that he was in the GSA CIO office where he was Director, Office of Infrastructure Operations where he led GSA infrastructure consolidation and modernization activities combining 39 service contracts, 15 helpdesks, and the coordination of all GSA regional IT support resources resulting in significant cost savings and improved IT efficiencies. Phil was recognized as a FED 100 winner for his efforts. Phil holds a Master of Science degree in Computer Systems Management from the University of Maryland and a Bachelors of Science in Computer Science from Old Dominion University.
