Defense insourcing to continue

• Insourcing will continue within the four military services. The Pentagon says the Air Force, Army, Navy and Marine Corps are exempt from a fiscal 2011 billet freeze. Last month, Defense Secretary Robert Gates said DOD would curtail insourcing, because it wasn’t generating expected cost savings. But a Defense spokesman tells Government Executive Magazine the insourcing program has not been cancelled all together.
• The Army has opened its own speed track. The four-and-a-half mile oval opens today in Aberdeen, Maryland, and will be used to test Army vehicles in high-speed situations, which they had been unable to do until now. Military officials say that tank convoys in Afghanistan and Iraq have to travel long distances at speeds over 70 mph, and the track will help engineers and soldiers with reducing the number of motor vehicle accidents.
