Everybody wins and nobody’s happy.

State secrets court cases don’t come up very often, so when they do, they make headlines. The government sued Boeing and General Dynamics over schedule and cost overruns for the long-canceled A-12 Advanced Tactical Aircraft. The companies sued back.

Last week, the Supreme Court finally said neither side was due any money. One reason was that state secrets were involved and they couldn’t come out in court.

To sort out the facts and what they all mean in this case, we spoke with Sharon Bradford Franklin, senior policy counsel at The Constitution Project.
