Essentially, it occurs when a company helps an agency decide what to do, and then bids on the contract to do it. And it’s something all agencies want to avoid from their contractors.

The Office of Naval Research has taken action to prevent organizational conflicts of interest.

Mark Bennington, the executive director for acquisition management at the Navy research unit joined the Federal Drive with Tom Temin and Amy Morris to discuss his department’s approach to the thorny issues involved in OCIs.

Bennington said the new guidance would help “level the playing field” for contractors doing business with ONR.
