The Department of Defense is looking at many different possibilities for budget savings. But the choices are becoming more limited as Congress tells the Pentagon what it can’t cut. That leaves the department with fewer and fewer choices, and those choices get worse and worse. Todd Harrison, senior fellow at the Center For Strategic and Budgetary Assessments, and his colleague Mark Gunzinger are writing in The Wall Street Journal about this.
