According to OPM’s website, non-emergency employees need to notify their supervisors of their intention to use unscheduled leave or unscheduled telework.

In addition, non-emergency employees can seek supervisory approval to change their work hours using a flexible work schedule or alter their AWS day off.
Non-emergency employees can also request sick leave, provided they meet the qualifying conditions under law and OPM regulations. They must also follow their agency’s policies and procedures.
Unless their agencies direct them to do otherwise, emergency employees must report to their worksites on time.
