“Hiring reform, which the government has been pursuing for over a decade, hasn’t achieved the outcomes that we have been looking for. It remains on the top of the list of challenges for the federal government and federal managers,” said Jeri Buchholz who was, until recently, the chief human capital officer of NASA.
Hiring managers complain that the system takes too long. Candidates do not have the patience or desire to submit to the grueling application process that begins at USAJobs.gov.
In the past, OPM has focused on making the process more efficient. Cobert should stick to making the process better, Buchholz said.
“I also know that her priority is going to be on excellence hiring — getting the most out of the process we have rather than attempting to change it in such a short time frame,” she said.
Cobert will have just a year, more or less, on the job before Obama’s presidency ends.
