You’re trying to be more open.

But transparency can be a very different way of doing business and there are some significant cultural issues.

That was the topic of a session at the Excellence in Government Conference, hosted by Government Executive. Moderating that panel was Tom Shoop, the editor in chief of Government Executive, who shared some of the problems, and some solutions.
