Former Secretary of Homeland Security, Michael Chertoff, tells the RSA Europe 2010 Conference that the consequences of an attack are well-defined in the physical world, but are poorly defined in the cyber world. ComputerWeekly.com reports Chertoff is calling for clarity on how to respond to cyber attacks so everyone understands the rules of the game. He says those rules will help deter attackers, because there will be clear consequences for their actions, and will ensure retaliation in proportion to the attack.
