Shaun Donovan has big shoes to fill if he is confirmed as the next director of the Office of Management and Budget. Members of Congress from both parties say they liked the former OMB head, Sylvia Matthews Burwell, now the Health and Human Services Secretary. She is widely recognized for reinvigorating the management side of the House and working more closely with Congress.
