Defense Secretary Robert Gates is retiring at the end of this month. And he wants to leave behind a legacy of cost cutting and budget tightening. In his farewell speech the Secretary says he’s cancelled, capped or ended more than 30 programs which has saved the Department more than $300 billion. But not everyone agrees with those figures. Winslow Wheeler is the director of the Straus Military Reform Project at the Center for Defense Information. He joins In Depth with analysis.
