Acting Undersecretary of Defense for Personnel and Readiness Jo Ann Rooney has reminded Pentagon staff about the moratorium on A-76 competitions — a public-private contest to determine the best option for federal work. And it may go governmentwide.

Congress has added a ban on conversions of in-house work to contracted work to the fiscal 2012 Financial Services and General Governmentwide appropriations bill, according to a recent Government Executive report.
