Sharing best practices for IT procurement is an ongoing process. It was one topic covered at the 28th annual Government Contract Management Conference last week. The moderator of the panel was Diann McCoy of Acquisition Solutions. She is the former Component Acquisition Executive at the Defense Information Systems Agency. Tim Harp, Deputy Assistant Secretary of Defense, talked about DoD’s new IT acquisition policy, which includes four different approaches. James Washington, Vice President and CAO of the FAA’s Air Traffic Organization, discussed the efficacy of doing procurement in pieces to make sure the money is there year-on-year, and project management keeps the project on track. John Gilligan, now head of the Gilligan Group, believes IT acquisition has shifted to buying technology as a commodity, and he warned of the dangers of such a shift. He spoke from his experience as CIO at both the Air Force and the Energy Department.
