Defense Secretary Robert Gates is retiring at the end of this month. And he wants to leave behind a legacy of cost cutting and budget tightening. In his farewell speech the Secretary says he’s cancelled, capped or ended more than 30 programs which has saved the Department more than $300 billion. But not everyone agrees with those figures.
