Re-learning how to talk can improve your agency's labor-union relationships.

New tools designed to improve collaboration between federal agencies and the unions that represent their workers are coming to the federal government. The 2009 executive order behind the current incarnation of labor-management forums also told agencies to develop metrics to gauge how well those mechanisms are working. But several agencies are behind schedule on those metrics. So, the National Council on Federal Labor-Management Relations wants to help. Bill Dougan, president of the National Federation of Federal Employees and a member of the council, speaks about agency communications with labor unions.
