Modernizing an agency’s legacy systems doesn’t automatically mean your agency will save money in the long run. Kay Clarey is a former program manager with the Department of Justice. She retired in April after serving in the federal government for 37 years. Kay led the creation of DoJ’s Unified Financial Management System and was Francis Rose’s guest in the Executive Suite today. She says a belief that modernization equals lower costs is one of the myths surrounding federal financial systems.
