The White House has a reform plan for the senior executive service. In a meeting with almost 3,000 members of the SES today, President Barack Obama said new programs like a White House Leadership Development Program will help replace outgoing talent lost due to retirement. Bill Dougan is president of the National Federation of Federal Employees. On In Depth with Francis Rose, he explained what the reform options will mean for the federal work force.
