House Democrats went over the heads of Homeland Security Department officials and appealed to the White House to cancel a $1 billion financial management project, NextGov reports.

DHS is planning to award a contract this year to consolidate financial management networks across agencies.

The House Judiciary Committee is questioning if the contract violates a White House order to stop development of all financial systems until departments rework modernization of those systems.

The White House recommends agencies split large upgrade projects into small ones, or canceling them altogether, but it has not made a decision about the future of the DHS project.
