Anticipation kicked off the week before the budget was released, when senior officials with the Office of Management and Budget said these changes would be proposed. This wasn’t the first time feds got a preview of the administration’s plans, either. Sen. Claire McCaskill (D-Mo.) had learned about and announced the possibility of a pay freeze for civilian workers in 2019 from a preliminary budget document in Dec. 2017.
