And indeed, the Senate did exercise it’s authority to give federal employees a pay raise despite the White House’s objections. In early August, it passed a pay raise for federal employees for 2019, a move that gives civilian employees another shot at a 1.9 percent boost for the next year. But the House would still need to agree in order to override the President.
