As the Obama Administration pivots from health care reform to financial regulation, behind the scenes, the Environmental Protection Agency is already crafting regulations on another signature initiative: greenhouse gas emissions. With Congress engrossed in other issues, they have not weighed in legislatively on the energy agenda.
