The U.S. might be outgunned in a cyber war. General Keith Alexander is the head of the Defense Department’s Cyber Command. He says the military does not have the trained personnel or the legal authority it needs to respond to a computer-based attack on America or its allies. General Alexander tells Congress he’d give the military a grade of “C” in its ability to protect Pentagon networks. Still, he says things are much better than they were a few years ago and continue to improve.
