Military budgets are shrinking. So now the armed forces are getting down to the brass tacks of continuing to protect the nation. The Joint Chiefs of Staff have issued a 64-page plan called the Joint Operational Access Concept. It outlines how joint forces will maintain their access to land, air, sea and cyber space. Marine Corps Lt. Gen. George Flyinn, the Joint Staff director of force development, says anti-access and area denial forces pose the biggest challenge to U.S. interests. Those threats come from both nations and non-state actors.
