Senators are proposing legislation to give federal chief information officers more control over information technology investments. A draft bill would let CIOs have budget authority and approval over all IT contracts. Sens. Tom Carper (D-Del.) and Tom Coburn (R-Okla.) will offer up this version of the Federal IT Acquisition Reform Act today at a meeting of the Homeland Security and Governmental Affairs Committee.
