Carol Cha: CIS’ billion dollar program delay

Citizenship and Immigration Services' Transformation Program was supposed to streamline the visa process and other forms-driven activities by making them available online. Now, the program is four years late and $1 billion over budget. That's according to the latest in a series of reports on this project from the Government Accountability Office. Carol Cha, GAO's Director of IT Acquisition Management Issues, joined Tom Temin on the Federal Drive with more on that report.
