Software acquisitions have to keep up with changing technology if they're to be useful to federal agencies. That pace used to be every one to three years, but now things evolve on a continuous basis. The General Service Administration's 18F team wants to help the government keep pace with that cycle through a government-wide blanket purchase agreement (BPA).
