It's another short work week for Congress. And that means the deadline to fund the government for the next year is rapidly approaching. Congress has until Sept. 30 to pass a budget and have it signed by the President. That's just eight work days away. How can agencies start preparing to operate under a continuing resolution or possible shutdown? Don Kettl is a professor at the University of Maryland's School of Public Policy.
