Impass not just about the numbers

The two sides in the budget debate disagree about much more than just the dollar amounts. AP\'s Mark Smith explains.

There were many late night developments in the battle to pass a 2011 budget. The President met with House Speaker John Boehner and Senate Majority Leader Harry Reid, but the leaders failed to reach agreement.
