The National Academy of Public Administration has elected a new class of fellows to study and report to Congress on some of the most complex management and policy issues in government. One of those fellows is Rafael Borras. Until recently, he was the under secretary for management at the Homeland Security Department. He’s now a senior advisor at AT Kearney.
