The head of the U.S. Agengy for International Development is stepping down after five years of service. Tom Shoop is Editor in Chief at Government Executive magazine. On In Depth with Francis Rose, he said that leader will leave behind a legacy that proves innovation can happen in a stifling federal bureaucracy in a relatively short amount of time.
