Federal chief financial officers are fighting an epic battle over ceding budgetary turf to chief information officers. The Federal Information Technology Reform Act (FITARA) is now law. It gives CIOs control over agency IT budgets. The Office of Management and Budget is working with agencies to implement FITARA, and that’s sparked the reaction from the CFOs.
