A blended retirement plan for uniformed military personnel is headed to Capitol Hill. The blend is a mix of the current defined benefit plan and a defined contribution plan that would be set up in the Thrift Savings Plan. Dr. James Joyner is an associate professor at the Marine Corps Command and Staff College, and nonresident senior fellow at the Brent Scowcroft Center on International Security at the Atlantic Council.
