There has been constant talk about HSPD-12 and the Common Access Card, and how far the technology can take you. In the Navy, Carey says CAC is now being used to secure Blackberry communications, allowing personnel to use the car both as a badge and to sign and encrypt emails. He also says that the Navy is also looking at ways to dramatically reduce the amount of time it takes to get new technology into the hands of personnel. Before taking on the role of CIO, he served in Iraq, which emphasized to him the need to speed up the process, something he believes can be done within the current acquisition guidelines.
