How the Defense Department will cut spending

The Defense Department needs to cut spending — that was the big message coming out of a speech over the weekend by Defense Secretary Robert Gates.

The Defense Secretary went so far as to say that, “The gusher has been turned off,” and it will stay off for a good period of time.
