Federal Acquisition Service Commissioner Steve Kempf is bringing in Jim Ghiloni to run the new professional services contract.
The General Services Administration has named Jim Ghiloni to lead the new Integrations governmentwide acquisition contract effort.
A GSA spokeswoman confirmed Federal Acquisition Service Commissioner Steve Kempf named Ghiloni yesterday.
“Jim will work closely with leaders across FAS and the core team design and build Integrations,” Kempf said in an emailed statement. “Thanks go to Lisa Maguire, who has served as program executive officer of Integrations since the launch of the development phase. With any great project you have an architect who is trained in the planning, design and oversight of the construction. Lisa has proven to be one heck of an architect. Now, it’s time to build. As such, Lisa will be handing off her role to Jim, who will oversee the final development stages and construction.”
Industry also praised Kempf’s decision to bring in Ghiloni.
“I appointed Jim to the run the Alliant program so industry already has high confidence in him,” said John Johnson, a consultant with Deep Water Point and the co-chairman of the TechAmerica Integrations working group. “He’s a superb choice. It sends a positive message to industry because they appointed such a competent individual.”
Johnson retired from GSA almost three years ago. His last position was as the assistant commissioner for the Federal Acquisition Service’s Integrated Technology Services.
Ghiloni comes to run Integrations after being the director of Business and Acquisition Operations for the Assisted Acquisition Service in FAS. He also was the deputy director for GWAC programs and was the Alliant GWAC program manager.
Mary Davie, GSA’s assistant commissioner in the Federal Acquisition Service’s Office of Integrated Technology Services, wrote a blog post in February detailing the next steps for Integrations.
GSA wants the new GWAC to let agencies buy complex professional services with supporting technology off of one contract.
Johnson said the TechAmerica working group has been working closely with GSA on the new procurement vehicle.
“Industry has been somewhat frustrated with the progress of Integrations,” Johnson said. “We now expect more progress now that FAS Commissioner Steve Kempf has put together a proven team. Over the next couple of months, I suspect GSA could issue a draft RFP.”
Charlie Self, a former GSA senior executive and the co-chairman of the TechAmerica Integrations working group, said bringing in Ghiloni in is a big step forward.
“Jim brings a wealth of experience from his Alliant days,” Self said. “Jim understands both industry and government. He understands the importance of communication, transparency, and government/industry partnership. Jim’s project management background will provide the needed expertise for the development and adherence to a schedule.”
