Dr. David A. Bray serves as Chief Information Officer for the Federal Communications Commission. He previously served as a Senior National Intelligence Service Executive and Executive Director with the National Commission for Review of Research and Development Programs of the U.S. Intelligence Community which concluded in September 2013. He oversaw a team of interagency assignees working with twelve Congressionally appointed bipartisan Commissioners and received the National Intelligence Exceptional Achievement Medal. The interagency team he supervised received the National Intelligence Meritorious Unit Citation for their efforts to advance capacities to secure our nation’s security and public freedoms in parallel.

Dr. Bray also previously served as Executive for Innovation, Integration, and Interoperability, Office of the Program Manager, Information Sharing Environment and from 2010-2011 chaired initial White House efforts to improve relations between the information integration, network interoperability, and civil liberties activities of the U.S. government. He jointly received “Best Cyber Presentation” in a talk with the DHHS CIO emphasizing the need to advance shared services that protect civil liberties, individual privacy, public safety, and our national security at the December 2010 Government Technology Research Alliance conference.

He deployed to Afghanistan in 2009 as a Special Advisor to STRATEGIC EFFECTS for NATO’s International Security Assistance Force and U.S. Forces Afghanistan, with the task of helping to “think differently” on critical military and humanitarian efforts. He also served as IT Chief for the Bioterrorism Preparedness and Response Program at the U.S. Centers for Disease Control and Prevention, where he led the technology aspects of the bioterrorism program’s response to 9/11, anthrax in 2001, SARS, and other outbreaks. He started working for both the public and private sectors in 1993 providing strategy on crisis response, collaboration, cybersecurity, and civilian IT advances. He received the CDC Director’s Award for Service to public health in 2004.

Dr. Bray was named as one of 13 individuals across the entire federal workforce to receive the 2013 Arthur S. Flemming Award for Leadership. He joined the Senior Executives Association as a lifetime member and began his first term as a member of the Board of Directors in 2011. He holds a PhD in information systems, a MSPH in public health informatics, and a BSCI in computer science and biology from Emory University, alongside a visiting associateship from the University of Oxford’s Oxford Internet Institute, and two post-doctoral associateships with MIT’s Center for Collective Intelligence and the Harvard Kennedy School.
