The principles of Better Buying Power

This week on “Off the Shelf”, Steve Schooner, Nash & Cibinic Professor of Government Procurement Law at The George Washington University Law School, examines the “Better Buying Power Principles” as articulated in a recent article, Better Buying Power Principles—What are they?  by Frank Kendall, under secretary of Defense for Acquisition, Technology and Logistics.
