Jeff Neely, the former General Services Administration official at the center of the Western Regions Conference scandal, will spend three months in prison and three months under home confinement. Neely had been placed on administrative leave in 2011 and later left the agency following revelations of a lavish $822,000 training conference held in Las Vegas.

The IRS would face its smallest budget since 2004 under a plan approved by the House Appropriations Committee yesterday. Members also endorsed steep cuts in federal construction and repairs proposed by the General Services Administration. In all, the committee approved $20.2 billion for financial services and general government funding in 2016. That\'s a 6 percent reduction from 2015 — and what\'s required under sequestration.
