Performance is one of the hallmarks of the Obama administration’s IT agenda. Although he’s been on the job for less than six months, Homeland Security Department Chief Information Officer Richard Spires is committed to making sure the agency’s IT programs are working, and bringing value.
The agency has the highest IT budget request for fiscal 2011 among civilian agencies ($6.4 billion). Spires has initiated a review of all 79 IT programs currently under way at the agency, and he says he’s willing to kill programs if they can’t be brought back on track. He’s half way through the review, and he says so far, none have been judged “fatally flawed.”
His Deputy, Margie Graves, manages the CIO office at the agency, and she says her task is to make sure the agency achieves “operational excellence” through pilot programs. She talked about the agency’s data center consolidation, and moving to the Trusted Internet Connection this year.
