DHS IG testfies about US-CERT shortcomings

InfoSecurity reports that Skinner says there are three key areas where US-CERT falls short. First, the agencies lacks the enforcement authority to respond to security threats. US-CERT also can not compel other agencies to enact their recommendations, so cyber threats are not addressed in a timely fashion. Skinner also says that US CERT is working on several key action plans to address these issues.
