The president new strategy for Afghanistan includes an additional 4,000 troops to train the Afghan army and police force. The troops will work alongside hundreds of civilian specialists, including agricultural experts, educators and engineers, but CNN’s Dick Uliano says all this is subject to change if conditions warrant.
