As the Obama Administration pivots from health care reform to financial regulation, behind the scenes, the Environmental Protection Agency is already crafting regulations on another signature initiative: greenhouse gas emissions. With Congress engrossed in other issues, they have not weighed in legislatively on the energy agenda. So how far can the EPA develop energy policy to meet the administration’s mission before congressional action?
