The Defense Department has appointed a Navy psychiatrist as director of its Centers of Excellence for Psychological Health and Traumatic Brain Injury. Captain Paul Hammer will take over from Army Colonel Robert Saum, who was removed following a personnel complaint. Hammer, who takes over in January, is a psychologist with a doctorate in cognitive studies. He is currently director of the Naval Center for Combat and Operational Stress Control at the Naval Medical Center in San Diego.
