The goal was to win the hearts and minds of locals in Iraq and Afghanistan. But a new report by the Center for Public Integrity finds that Civil Affairs Reservists have died disproportionately in war zones. Their investigative report finds that the Civil Affairs and Psychological Operations Command lacked the soldiers, training and equipment to do the job.
