The plan also calls for more international cooperation across the spectrum. The cyber warfighting strategy is designed to be flexible as environments change over time. The State department will lead the international information sharing effort and the strategy also includes engaging and cooperating with the private sector. The Pentagon has been working to streamline its cyber warfighting capabilities for years.
