Who’s in charge during a cyber attack on electric lines that cross state lines? A draft bill, in a Senate Committee, would give the Federal Energy Regulatory Commission authority to set grid cyber standards. But the North American Electric Reliability Corp. already establishes grid reliability standards in most of the U.S.. NERC is arguing that FERC should not get expanded authority unless NERC also does. Gerry Cauley, President and Chief Executive Officer of NERC, testified before the Senate Energy and Natural Resources Committee about the cyber legislation. He explained for Federal News Radio why what’s good for FERC is good for NERC.
