Jacques Gansler is the former undersecretary of defense for acquisition, technology and logistics. He is currently professor and Roger C. Lipitz Chair in Public Policy and Private Enterprise at the University of Maryland.

Gansler is author of “Democracy’s Arsenal: Creating a Twenty-First-Century Defense Industry.”
