Suspensions and debarments of errant contractors are strong tools. But they also send strong signals.

They say agencies are serious about contractor conformance to requirements and to federal laws and regulations.

But when it comes to using these tools, agencies have an uneven record. The Government Accountability Office looked at how often agencies deploy suspension and debarments and found out only a few agencies regularly do so.

Woods discussed the scope of the investigation as well as why suspensions and debarments were concentrated in only a few agencies.
