The Merit Systems Protection Board is revising the rules by which it hears and decides federal employment cases for the first time since the agency opened its doors 33 years ago. Chairman Susan Grundmann calls the revision a “watershed event.” She told us why MSPB is making the changes. Final changes to the rules are expected this fall.

You might not think of IBM as a plumbing and heating contractor, but “Big Blue” will help reduce utility consumption in 50 big federal buildings. The General Services Administration has awarded a one-year contract to IBM to build an energy-monitoring system. GSA expects to save the government $15 million a year once it’s installed.
