In a new report, the Institute of Medicine said the Pentagon needed to get a grip on the reality of troops’ substance abuse problems.
The researchers said outdated prevention methods combined with staff shortages and a stigma against alcohol and drug-related disorders means the Defense Department is not not keeping up with a public health crisis.

One in every five active-duty service members say they are heavy drinkers.
The Pentagon requested the report. A media representative said officials were analyzing the recommendations.
